This Halloween will be the second year for the Village of Kinderhook Halloween curfew. We would like to remind all residents of the following local law. On August 11, 1999 the Kinderhook Village board of Trustees enacted a local law which places a curfew for all persons under the age of 18. The curfew will be in effect between 8:00 PM and 6:00 AM on October 30, October 31 and November 1. During this time --
any person under the age of 18 must be accompanied by a parent, legal guardian or responsible person who is over the age of 21 and approved by the child's parent or legal guardian, when in or upon any public street, sidewalk, playground, or other public place. Failure to obey this law may result in a fine of $250 and/or 15 days in jail.
Local police agencies and Justices have been provided a copy of the new law. Please take notice of this law and discuss it with your family. If you would like to get a copy of the law you may do so at the Village Hall.
Zoning Enforcement Officer and building Inspector Walt Simonsmeier has notified the Village Trustees that many Village residents are not acquiring zoning and building permits as required. Before any construction can begin you must contact the ZEO/CEO at 784-2508. Permits are needed for sheds, porches, gazebos, roof shingles, fences, additions, swimming pools (inground and above), garages, and siding. Also, if you live in the Historic District as defined by the Zoning Code, and you make a visible change from the Public Way to your house or garage, you also need to appear before the Village Planning Board for Historic Review before construction may begin. This includes changes to windows, doors, porches as well as siding and shingles. If you are not sure if you live in the Historic District contact the CEO/ZEO (784-2508) for this and any other questions you may have. Offenders are eligible for fines.
D.P.W. Superintendent Jack Taylor has set Monday, October 23rd as the tentative date for the start of the Annual Leaf pickup. All piles of leaves should be raked, without stones, branches and twigs, to the edge of the road or over the sidewalk to the street for pickup. Branches and limbs will not be picked up. Leaf pickup will continue into November. There will be an announcement in the newspaper regarding the end date for picking up leaves.
Copies of the Village's Comprehensive Plan adopted on November 8, 1999 are available at the Village Hall for $10. Look for a summary of strategies and recommendations to be mailed to all property owners before the end of the year.
The Village of Kinderhook has yearly openings on the following boards: Zoning Board of Appeals, Planning Board, and Recreation Commission. If you are interested in serving on one of these boards, please write tothe Mayor at the Village Hall. If you are interested in serving on the Village Board, two Trustees are elected each March, and the Mayor every two years. Contact the Village Clerk for more information.
All village residents are reminded that it is illegal to have an open fire within the Village of Kinderhook. This pertains to all residents and business. the burning of papers, garbage, leaves, brush, and wood is not permitted. Agriculture and some special burning is allowed with a permit granted by the NYS DEC Forest Ranger. Thursday Garbage Pick-Up in the Village requires either $1 or $2 stickers on the garbage bags. they are for sale at the Village Hall daily from 9 AM to 1 PM and Wednesday evenings from 5 PM to 7 PM.
The Kinderhook Village Recreation Commission will hold it's annual Halloween parade for children of the village on Tuesday, October 31st at 5:30 P.M., beginning in front of the Martin Van Buren School. The parade will cross Route 9 south to Rothermel Avenue and end at the pavilion in the park where bags of candy and cider will be distributed.
The Kinderhook Business and Professional Association will sponsor a Scarecrow Workshop on Sunday, October 15th at 1 P.M. on the Village Green. The Workshop is open to everyone and is limited to 25 registrants on a first come basis. The instructor for this year's program will be the accalimed Michael Melle once again. You may register at the Farmer's Market, the cost ot the workshop is $20.
After you have made your scarecrow, you are welcome to participate in the Scarecrow Contest. All scarecrows must be completed by Saturday, October 21st in order to be judged on October 22nd. To enter the contest, sign up at Blackwood & Brouwer Booksellers, 7 Hudson Street. Prizes will be awarded at 11:00 AM on October 28th at the Bandstand.
The Columbia County Historical Society will present the Second Annual Columbia Heritage Tour on October 13 - 14 - 15th. The tour will feature homes depicting the best examples of architectural styles built during the last three centuries. for more information call 537-8687.
President Martin Van Buren's birthday is celebrated on December 5th at the Kinderhook Cemetery on Albany Avenue. Local officials and the President of the United States will honor the 8th President. Come and celebrate with us.
The Village Candlelight Night, sponsored by the KBPA, will be Friday, December 8th. Joyous activities and refreshments will be available from open businesses from 6:00 - 8:30 PM throughout the Village.
The Columbia County Historical Society sponsors the Greens Show at the Vanderppoel House on Broad Street from Friday, December 8th through Sunday, december 10th. The House is open at noon on Friday and Sunday and 10:00 AM on Saturday. The House closes at 4:00 PM each day.
The Gallery of Wreaths, located in the Columbia County Museum on Albany Avenue will open on December 2nd and run through December 10th. Wreaths and crafts are displayed. Hours are Monday through Saturday, 10:00 AM till 4:00 PM and Sunday from noon till 4:00 PM.

We welcome new residents and hope everyone had a safe and warm winter. Spring is here and so is the April issue of the Kinderhook Village Bulletin newsletter. Mayor Richard Phillips and the Village Trustees hope you will continue to find the newsletter worthwhile and if you have any comments or suggestions please let us know.
The U.S. Bureau of the Census has started delivering questionnaires so that a complete and accurate count of the total number of residents in our State and Country can be taken. the Village Board would like to encourage everyone to take the time to fill out the questionnaire and cooperate with any follow-up questions from an enumerator who may canvass your home. The 2000 Census will be the basis for congressional reapportionment, state redistricting, and the allocation of billions of dollars in federal assistance. the Census is easy, safe and confidential. Please participate. Thank you.
The annual Village Cleanup Weekend will be held May 20th and 21st, Saturday and Sunday. As usual containers will be located behind the Fire House on Chatham Street. This service is for Village of Kinderhook residents only. Proof of residency may be requested. Time for disposing of refuse is between 9:00 AM. and 4:00 P.M. For a list of what is not allowed or for more information call 758-9882.
The Village Board is still receiving many complaints regarding dog feces that is dropped on sidewalks, other people's property and on village property such as Mills Park at the corner of Albany Avenue and Railroad Avenue. Please pick up after your dog so that we do not have to pass another law which will undoubtedly cost you the taxpayer more.
The KinderCrafter Fair sponsored by the Kinderhook Business and Professional Association will be held on June 10th, behind the James Vanderpoel House. The fair will run from 10:00 A.M. until 4:00 P.M.
The fair this year will include a library book sale, plant market, quilt raffle to benefit the Valatie Rescue Squad, craft workshops, food and entertainment, and the 5K road race for all runners. So mark this date down and watch for more information.
The Village of Kinderhook Recreation Commission and the Kinderhook Runners Club will sponsor a 5K foot race on June 10th at 9 AM. The event will coincide with the KinderCrafter annual fair and start and finish in the Village. The entry fee is $15 and all runners who pre-register by May 27th will be guaranteed a commemorative T-shirt. Awards will be given for runners by age category and gender. Applications are available in the Village Hall or by e-mail at kh5k@hotmail.com or call Jim Nabozny at 758-7560 for more information.
Every Saturday starting June 10th and running until October 10th the Farmer's Market will be held in the Village Green. Vegetables, fruits, flowers and jams are some of the goodies you may purchase for you and your home The market runs from 8:00 A.M. until NOON and is sponsored by the Kinderhook Business and Professional Association.
Garbage pickup is on Thursdays in the Village of Kinderhook. Garbage stickers are sold on Wednesday evenings from 5 PM to 7 PM at the Village Hall as well as Monday through Friday between the hours of 9:00 AM and 1:00 PM. Stickers must be attached to bags for pickup. Stickers may also be purchased by mail. Send a check made out to the Village of Kinderhook and a S.A.S.E. to the Village Clerk with the number of stickers needed.
Just a reminder to all village residents that the burning of papers and/or garbage is prohibited in the village. In fact the burning of anything, including leaves, brush and wood is also not allowed. Questions and complaints should be called in to the New York State Forest Ranger / Environmental Conservation Officer at 784-3216. The fine can be substantial.

The Village Comprehensive Plan and Zoning Law Committee is presently working on new zoning laws and subdivision regulations based on the newly adopted Village Comprehensive Plan. Copies of the Comprehensive plan are available at the Village Hall for $10. Watch for Public Hearing notices regarding these new laws.

Columbia County Highway Department has reduced the weight limit on the Hudson Street/County Route 21 bridge to 5 ton. They have also narrowed the bridge to ONE LANE WITH STOP SIGNS AT EACH SIDE. Please be careful when crossing.
With the arrival of the warm weather comes Little League, walkers, joggers, bikers and children playing. Please observe the Village speed limits as posted throughout the Village. special consideration should be given on Rothermel Avenue near the playground as well as Route 9, Albany Avenue and Hudson Street. All village streets are either 25 MPH or 30 MPH, only Broad and Chatham Streets (Route 9) is higher 35 MPH. New York State Police will patrol all Streets with Radar. Please drive slow and be courteous.
The Village Board meetings, which are on the 2nd Wednesday of each month, will start at 8:00 P.M. for the months of May, June, July and August. This change is only for the summer. In September the meetings will start at the regular time of 7:30 P.M.
Mayor Phillips continues his office hours, each Monday evening from 6:30 to 7:30 PM at the Village Hall. Stop by for a visit.
